A Winamp online service is a web site that appears embedded within the Winamp client. An Online Service is distinct in that the web pages displayed in the client are able to interact with the Winamp Client.
Online Services are created by leveraging the Winamp Online Services API, which allow for you to exercise the power of the Winamp client to create a great user experience.
The Developer Wiki provides comprehensive documentation for the different component pieces that come together to create a compelling Winamp Online Service.
Just make sure you have the latest version of Winamp before you get started and the latest version of the ml_webdev plugin (ml_webdev.dll), which will create a "Web Dev Test Platform" within the Media Library pane.

Submiting Your Service
Once you've created and tested your Online Service, your next step will be to Submit the Online Service. There are a number of submission requirements, namely you will have to have a Winamp account. Once your service has been submitted and approved by Winamp, your service will be included in the Online Services Gallery. The Gallery features all approved online services, and will be accessible by millions of Winamp users. Users will be able to Add, Rate and report problems with online services from within the Gallery.
